The difference is the formality. 안녕하세요 (annyonghaseyo) is less formal that 안녕하십니까 (annyonghashimnika). You'd say annyonghaseyo to adults or strangers but you'd say the more formal one to the president or someone of high power.

same words but the latter is more of a proactive tone, like by hosts in an event i front of a lot of people, or maybe by a person who is very delighted to see you. but i have not seen anyone saying 안녕하십니까 except for middle aged or older people
